BOARD OF DIRECTORS
The Code Enforcement Officer Safety Foundation (CEOSF) is a 501c3 pending non-profit organization. The Board consists of five members who volunteer their time to promote officer safety in the profession of Code Enforcement. The other positions are non-board position. Justin Edson is a founding board member and created the first ever national Code Enforcement officer safety reporting database. Justin has 15 years of experience in Code Enforcement and Law Enforcement. Justin is currently a Code Enforcement Manager in California and previously served as a Acting Building Manager, Supervisor and Lead Officer. He also serves on the state association Board of Directors. Justin is certified as an ICC/AACE Code Enforcement Administrator, ICC/AACE Code Enforcement Officer, CACEO Certified Code Enforcement Officer, ICC Zoning Inspector, ICC Property Maintenance & Housing Inspector, Situational Awareness Specialist (SAS), and a CA POST Field Training Officer.
Tim Sun is a founding board member. He started a Code Enforcement Officer safety fund in 2019 to raise money for body armor. Tim has over 15 years in the Code Enforcement profession and an additional 8 years as a Police Officer in California. Tim is a Code Enforcement Manager and an Officer Safety Instructor in California that has taught numerous classes on self defense, deescalation, and verbal judo. Tim also serves on the state association Board of Directors and the Officer Safety Committee Chair. He has also taught at the regional module academies through CACEO on officer safety. He is a California Certified Code Enforcement Officer and a CA POST RCB expandable baton instructor.
Carrie Rios is a founding board member. She is a Code Enforcement Manager with over 17 years of experience in California. Ms. Rios also serves on the Executive Committee for the California Association of Code Enforcement Officers (CACEO). She has experience managing a non-profit foundation and served as the Director of the Urban Conservation Corps in California. Ms. Rios has experience serving on regional task forces and is a statewide instructor. She is a Certified Code Enforcement Officer in California and is a certified Situational Awareness Specialist (SAS).
KIRK L. PALMER
Kirk L. Palmer is a founding board member. He is a Code Enforcement Supervisor with 26-years of law enforcement experience. Officer Palmer specializes in officer safety, extremist groups, and gangs. He is currently on the Board of Directors for the Georgia Association of Code Enforcement. Officer Palmer holds a Master’s Level Certificate from the Georgia Association of Code Enforcement Officials, as well as an Advanced Law Enforcement Certification from the Georgia Peace Officer Standards and Training Council. He is a certified Field Training Officer through the Georgia Peace Officer Standards and Training Council as well. Officer Palmer takes officer safety very seriously and enjoys teaching for the Georgia Association of Code Enforcement Officials.
TRAVIS D. GUESS
Travis D. Guess is a founding board member. He is a Code Enforcement Officer, Building Official, Fire Code Official, Zoning Officer, and Deputy Emergency Manager for the City of Prague, OK. He has over 17 years of experience and has taught the ICC Legal Aspects of Code Administration. He is a statewide instructor for Oklahoma and also teaches the ICC Property Maintenance class. Travis D. Guess is currently the third Vice President of the Oklahoma Code Enforcement Association and serves on the Certification & Testing Committee for the American Association of Code Enforcement. Travis is a ICC/AACE Certified Code Enforcement Administrator, ICC/AACE Certified Code Enforcement Officer, ICC Residential Building Inspector, ICC/AACE Zoning Inspector, ICC Housing & Zoning Code Specialist, as well as a Certified Unlimited Building Inspector with the State of Oklahoma.
Jamie was appointed by the Board of Directors in February 2021 as the Foundations new Marketing Director. She has a combined experience of 25 years in Code Enforcement and as an Emergency Dispatcher. Jamie was previously the President for her states dispatcher association and currently serves on the Board of Directors for the California Association of Code Enforcement Officers. She is a Certified Code Enforcement Officer that has vast experience in organizing events, trainings, and associations.
Valerie was appointed by the Board of Directors in July 2021 as the Foundations new Legal Director. Valerie Escalante Troesh has been representing public agencies in the law for over a decade. Her areas of expertise include representing code enforcement teams in both affirmative nuisance abatement and receivership matters as well as defensively when actions of code enforcement teams are challenged in court and administratively. She also helps protect code enforcement officers and other public agency employees from threats of violence by seeking court intervention. Valerie is a partner at the law firm of Silver & Wright LLP in California and gives frequent trainings to code enforcement officers in various aspects of the law and practice through various groups, including the California Association of Code Enforcement Officers.
Law Enforcement Liaison
Seth was appointed by the Board of Directors in July 2021 as the Foundations new Law Enforcement Liaison. He has over 20 years experience as a Police Officer and is current a Special Operations Unit Sergeant that oversees the Problem Oriented Policing (POP) team, Code Enforcement, Rental Housing Inspection Program, the Homeless Navigator Program and the Animal Services Unit.
He is a published author of multiple drug-related crimes and search and seizure articles and also serves as a CA POST Subject Matter Expert (SME). He has qualified as a drug-related crimes subject matter expert in state and federal court. Seth is a CA POST-certified instructor and an Office of National Drug Control Policy-National Marijuana Initiative speaker and frequently teaches for several training organizations, including State and National HIDTAs and Code Enforcement Officers’ Associations in topics ranging from: medical cannabis investigation & application (Prop. 215 / SB 420), cannabis cultivation, possession, possession for sales, sales, concentrated cannabis/Butane Hash Oil (BHO) investigations and officer safety techniques.
As the CEOSF Law Enforcement Liaison, Seth will assist the Board with coordinating training, building relationships between law enforcement and inspectors, and be a resource for our profession as it relates to officer safety.
