BOARD OF DIRECTORS
The Code Enforcement Officer Safety Foundation (CEOSF) is a 501c3 non-profit organization. The Board consists of five members who volunteer their time to promote officer safety in the profession of Code Enforcement. The other positions are non-board position. Justin Edson is the founding President and created the first ever national Code Enforcement officer safety reporting database. In June 2022, Justin was elected by the Board to a second term as President. Justin has 15 years of experience in Code Enforcement and Law Enforcement. Justin is currently a Code Enforcement Manager in California and previously served as an Acting Building Manager, Supervisor and Lead Officer. He has also served on the state association Board of Directors. Justin is certified as an ICC/AACE Code Enforcement Administrator, ICC/AACE Code Enforcement Officer, CACEO Certified Code Enforcement Officer, CACEO Supervisor Module, ICC Zoning Inspector, ICC Property Maintenance & Housing Inspector, Situational Awareness Specialist (SAS), and a CA POST Field Training Officer. He is also a CEOSF Code Official Safety Specialist (COSS).
Tim Sun is the founding Vice President. He started a Code Enforcement Officer safety fund in 2019 to raise money for body armor and had the dream of starting an official Foundation. In June 2022, Tim was elected by the Board to a second term as Vice President. Tim has over 15 years in the Code Enforcement profession. Tim is a Code Enforcement Manager and an Officer Safety Instructor in California that has taught numerous classes on self defense, deescalation, and verbal judo. Tim also served on the state association Board of Directors and as the Officer Safety Committee Chair. He has also taught at the regional module academies through CACEO on officer safety. He is a California Certified Code Enforcement Officer, a CEOSF Officer Safety Certified Instructor (COSCI), and a Code Official Safety Specialist (COSS).
Jeremy Kovinchick was appointed as the interim Secretary/Treasurer by the Board of Directors in December 2021 and then appointed as the Secretary/Treasurer in March 2022. In June 2022, Jeremy was elected by the Board to a second term as Secretary/Treasurer. He is a Code Enforcement Inspector in Colorado. Jeremy has his advanced certification through the Colorado Association of Code Enforcement Officers. Jeremy also served in the United States Army as a Calvalry Scout Sergeant. He is a graduate of the inaugural COSS program and is a certified Code Official Safety Specialist (COSS).
KIRK L. PALMER
Kirk L. Palmer is a founding board member. He is a Code Enforcement Supervisor with 26-years of law enforcement experience. Officer Palmer specializes in officer safety, extremist groups, and gangs. He is currently on the Board of Directors for the Georgia Association of Code Enforcement. Officer Palmer holds a Master’s Level Certificate from the Georgia Association of Code Enforcement Officials, as well as an Advanced Law Enforcement Certification from the Georgia Peace Officer Standards and Training Council. He is a certified Field Training Officer through the Georgia Peace Officer Standards and Training Council as well. Officer Palmer takes officer safety very seriously and enjoys teaching for the Georgia Association of Code Enforcement Officials. He is a CEOSF Officer Safety Certified Instructor (COSCI) and a Code Official Safety Specialist (COSS).
TRAVIS D. GUESS
Travis D. Guess is a founding board member. He is a Code Enforcement Officer, Building Official, Fire Code Official, Zoning Officer, and Deputy Emergency Manager for the City of Prague, OK. He has over 17 years of experience and has taught the ICC Legal Aspects of Code Administration. He is a statewide instructor for Oklahoma and also teaches the ICC Property Maintenance class. Travis D. Guess is currently the second Vice President of the Oklahoma Code Enforcement Association and serves on the Certification & Testing Committee for the American Association of Code Enforcement. Travis is a ICC Certified Fire Marshal, ICC/AACE Certified Code Enforcement Administrator, ICC/AACE Certified Code Enforcement Officer, ICC Residential Building Inspector, ICC/AACE Zoning Inspector, ICC Housing & Zoning Code Specialist, as well as a Certified Unlimited Building Inspector with the State of Oklahoma.
Valerie was appointed by the Board of Directors in July 2021 as the Foundations new Legal Director. Valerie Escalante Troesh has been representing public agencies in the law for over a decade. Her areas of expertise include representing code enforcement teams in both affirmative nuisance abatement and receivership matters as well as defensively when actions of code enforcement teams are challenged in court and administratively. She also helps protect code enforcement officers and other public agency employees from threats of violence by seeking court intervention. Valerie is a partner at the law firm of Silver & Wright LLP in California and gives frequent trainings to code enforcement officers in various aspects of the law and practice through various groups, including the California Association of Code Enforcement Officers. She is a Code Official Safety Specialist (COSS).
Cheynne was appointed by the Board of Directors in January 2022 as the Foundations new Marketing Director. He has been serving as Region 1 Representative for CA, NV, and HI. Cheynne is a Code Enforcement Officer II in California and earned his Code Official Safety Specialist (COSS) designation. We are proud to say he is also a veteran! Cheynne will be assisting the Board of Directors with the marketing of the Foundation, sponsorships, and creating partnerships with other organizations.
