Li Zhiqiang

Urban Management Officer Li Zhiqiang was stabbed to death in Beijing by a street vendor named Cui Yingjie. Officer Zhiqiang was attempting to confiscate Cui's tricycle cart because he did not have a license to operate a street stall. After ordering that the tricycle cart be loaded onto a enforcement truck, Cui protested the confiscation of his livelihood and an argument ensued. Yingjie stabbed Zhiqiang in the neck. A Beijing court sentenced Yingjie to the death penalty with a two-year reprieve, based on video footage of the incident showing that his actions were not premeditated.
