[Subject] owned a property that had a large tree resting on the residence for approximately 18 months. During this time, the home deteriorated to the point that it was considered unfit for occupancy. The residence had a massive hole in the structure, creating significant safety concerns. In addition to the condition of the home, [Subject] had four adult dogs and nine puppies, approximately six months old. One of the rooms inside the residence had also been converted into a chicken coop.

Due to the extensive damage and unsafe conditions, the Building Official determined that demolition of the residence should be pursued. I began the process of addressing the property and pursuing the necessary steps toward demolition.

Throughout this process, [Subject] repeatedly made verbal threats toward me whenever he encountered me. Due to the ongoing threats and concerns regarding the condition of the residence, the City pursued legal action. We obtained a court order authorizing the Building Official and me to conduct another inspection of the property.

During that inspection, while the Building Official and I were inside the residence, [Subject] intentionally had a firearm displayed on the fireplace mantel. Given his previous threatening behavior toward me, the presence of the firearm caused additional concern for our personal safety.

After completing the inspection, we returned to the courthouse and presented the photographs documenting the conditions inside the residence. Following review of the evidence, the judge ordered the demolition of the property.

Following these proceedings, [Subject] made at least four attempts to obtain restraining orders against both the Building Official and me.

Personal Safety Concerns:

Due to [Subject]'s repeated verbal threats, the circumstances surrounding the court-ordered inspection, and the firearm being displayed during our inspection, I had serious concerns for my personal safety. I genuinely feared that [Subject] might follow through with his threats and potentially come after me.

These concerns extended beyond my working hours. I became increasingly cautious of my surroundings, particularly when arriving at work in the mornings and leaving late at night. I made a conscious effort to watch my surroundings and remain aware of my surroundings due to the fear that [Subject] might attempt to confront or harm me.

This incident was particularly concerning because it involved repeated intimidation, direct threats, a firearm present during an official inspection, and ongoing legal proceedings. Despite these circumstances, I continued performing my assigned duties and assisting the Building Official in carrying out the City's responsibility to address an unsafe and uninhabitable structure.

Report Purpose: This report documents the circumstances surrounding the [Subject] property, the threatening behavior encountered during the enforcement process, the court-ordered inspection and demolition, and the resulting concerns for employee safety.

An inspector was doing an abatement when a female hit him from behind and then ran into the house. Officer's were already on scene and a report was made followed by a summons.

Upon arriving to issue a follow-up ticket to a recreational vehicle that was illegally parked in grass on someone else's property, the vehicle's owner exited the vehicle, shouted expletives at me, and when I produced the ticket I had issued, struck me in the jaw with his fist, then retreated inside of the recreational vehicle.
Despite being uninjured, law enforcement was called to assist, and the vehicle's owner was arrested, and charged with assault.

Code Officer stopped at a house to ask them to mow their yard. Female resident became belligerent. She then threatened Code Officer with a wrench. Code Officer left for safety. Resident then called our office and said that if the officer came back that she would shoot him. The police department arrested her a short time later.

Building Commissioner David Smerek was shot and killed on Friday at the city's municipal building. Approximately 1,000 mourners crowded the streets on Monday to remember David and his service to the community.

Based on news reports, suspect Edward Biesiada (69 years old), just recently received a citation for code violations at his property on 7/20. He walked into the Building Department on Friday at approximately 1:20pm local time and asked for David. When David approached the counter, Biesiada pulled out a handgun and shot him 3 times, killing him. The suspect then set the handgun down on the counter and walked out to the front of the building where he waited for Police to arrive. He was arrested without further incident and faces a $15 million bond. The Police Department stated that they would assign a Police Officer at City Hall for the foreseeable future.


"According to records filed in the North Royalton Mayor’s Court, Smerek filed a citation against Biesiada on July 20 for a violation of “Condition of Exterior of Premises & Structures,” a low-level misdemeanor charge."

A 70 year old man came in today with pics of our house to come at me about his violation notices.
I was in court.
I came back and my coworker told me he was there and to stay tucked into my office—to HIDE.
My borough manager proceeded to tell him to never go to my house again.
This will also be reported to the police.
This is the second stalker this year.

When the homeowner observed our presence, he briefly went inside the residence, returned with his phone, and began recording us. I then conducted the inspection from the public right-of-way, taking photographs. The homeowner questioned why photographs of the property were being taken when the inspection pertained to the vehicle. I informed him that photographing the location is standard protocol. I asked [the owner] if it was possible to start the coupe to verify its operability so we could close the case. He refused, stating that he was being harassed and that he intended to sue both the city and me. [the owner] became verbally aggressive and confrontational. Due to [the owner's] escalating and aggressive behavior, my partner and I retreated to our city-issued vehicle and locked the doors. [The owner] followed us, knocked on the passenger-side window where I was seated, and demanded that I lower it. He then moved to the front of the vehicle and continued recording us, preventing us from safely departing. At that time, my partner contacted Police Dispatch, briefed them on the situation, and provided our location. Dispatch advised that officers were en route and instructed us to remain inside the vehicle. Police officers arrived on the scene, took our statements, and released us.

ecords show a man was arrested after being accused of shooting at two City of Houston employees earlier this week.

On Tuesday, two code enforcement officers went to 62-year-old Henry Pybus's home, which they said needed to be remodeled due to code violations, according to court documents.

Pybus allegedly answered the door with a shotgun, told the city employees they were trespassing, and fired as they ran off. He now faces a charge of aggravated assault.

Houston Public Works told ABC13 that code enforcement officers routinely experience verbal threats while responding to complaints on private properties.

The city sent Eyewitness News the following statement:

"Members of HPW Community Code Enforcement routinely experience verbal threats regarding responses to complaints on private property. Over the past year, HPW Community Code Enforcement Officers have experienced threats of violence/harm/bodily injury, had weapons displayed as a threat of escalated force, and most recently, fired upon while performing the normal course of their duties.

Sent a guy a letter for no plates on vehicle and no house numbers on house. He called and was more irate than anyone I've ever encountered in 7 years. He threatened to come to city hall and "take care of my attitude" and when I told him we don't enter private property but get our info from the street he said "I wish you would come on to my property, just once, I dare you." Was called every name you could think of and had to hang up on him 3x because I couldn't even talk to him without him screaming.

I went to an inspection for a blighted building. As I was doing my investigation a man in a truck came speeding up the drive and immediately started yelling and cussing, he was the boyfriend or husband of the lady I was talking to prior to his arrival. after trying to speak to him he then threatened me by telling me he was going to shoot me and kill my ass. He said this on two different occasions during my investigation. After he said it the second time I told him I was going to call the police if he didn’t stop.

Sovereign citizen claimed I was a federal agent, threatened me by telling me I would need a warrant to complete my rental re-inspection in his unit. He ended up coming around the back of his property with his vehicle, swerved towards me and attempted to hit me with his vehicle before driving off at a high rate of speed.

When the tow service showed up to remove the inoperable vehicle, the tenant came out. Both SPD and myself tried to de-escalate the situation. He put himself inside the vehicle that was being towed. The officer was able to talk him out of the vehicle where he began beating the car and came towards me in a threatening manner. SPD ofc. stepped in and detained him before he reached me. SPD wrote him a citation for obstruction.

When responding to a residence in regards to a tote of puppies being thrown outside, the resident threatened to stab me with a knife. She was arrested and charged. She is now currently in jail for stabbing a citizen.

A resident left a note on a piece of cardboard at the site for me to find that read “stop looking over my fence you fat fucking cunt Fuck you!! Go fine yourself!!” Owner knew I’d be back and left it for me. The police took a report. I have to go back to this property in less than a month and I’ll be taking an officer with me.

After a ridiculous case dismissal September 29th the resident was talking with the solicitor and myself and turned to look at me and said quite clearly “we should be talking about your house don’t you think? I know where you live.”(I live in the community where I work)
The solicitor stepped in and backed the resident off but I left and went to tell the police. Since it was a veiled threat nothing can be done. I have experienced threatening behavior like this concerning my home and even my children multiple times in the seven years I’ve served here.

Following the issuance of a Notice of Violation, a Code Enforcement Officer received a voicemail from a property owner. In the message, the property owner stated they would "sue the city for harassment" and also stated a city employee who comes on their property again "will be shot." The property owner was charged with aggravated menacing and telecommunications harassment.

A resident left me a voicemail message on 9-12-2025 threatening me to never come to his house and send him a notice ever again. Police were notified but no action was taken.

I just got a call from [redacted], he is unhappy with the letter he received about his dead trees, at the end of the conversation he told me “he cant wait to come by my house” I don’t know what that meant but thought I should report it.

I encountered PD and Traffic Enforcement who were in the middle of towing vehicles from the street in front of this property. I spoke with them briefly to let them know what I was there to do. PD informed me that the occupants had both left shortly after he arrived and informed them that he would be towing vehicles. While performing my initial inspection and posting the nuisance violation, the occupant (Larry Joe Jones) was returning to the property on foot, observed me posting a violation notice and began yelling “You too? Somebody needs to get a gun and f***ing shoot you!”

Making contact will property owner about 4ft tall grass, he came out with an AK drum style magazine and told me he would kill me if I didn't get off his property

Went to a resident's house to let them know that it's against the ordinances for him to have his pull behind trailer Infront of his property and not behind a fence. He told me the last code enforcer tried to tell him to move it, and he said that " He doesn't have much longer to live, and he told me that he has plenty of bullets and guns to take me out"

On July 31st at 7:15PM I stopped to issue a warning to a vehicle that was parked on the sidewalk, before I could get the warning put on the car the owner of the vehicle came out of the house so we had a conversation about parking on the sidewalk, he said he understood and was going to move the car. When I got back into the city vehicle and was pulling away I heard a loud bang on the real window, I stopped to see what the noise was and saw that another male that was not involved in the conversation had hit the rear window, he then pulled the door of my vehicle open, I firmly told him to step away from the vehicle and he obliged but was very angry. I asked him for his name, but he would not comply. He began to yell at me about how they have been parking there since the 70’s and wanted to see my badge. I told him I could give him my card; he scoffed at the fact I did not have a badge, and I explained to him that it was illegal to park on the sidewalk. He then told me I’m an idiot and walked away

Code Enforcement assists the PD with homeless camps by coordinating resources with state, county, and outreach teams to address camps in the community. Today, our Senior Inspector visited an area that was reported to have junk and debris near a flood control channel. Upon approaching the debris, he observed four subjects and 4 large dogs unleashed. One female was able to hold onto a large dog, but another began to charge at the Senior Inspector after he asked them to control the dogs. As the dog approached, the Senior Inspector deployed his gel OC Spray three times across the dogs face before it stopped and turned away. The individuals at the camp became irate and threatening. The Senior Inspector used his PD radio to request for Police Officers. The individuals fled the scene, but were found by PD moments later. It is important to note, staff just transitioned to gel OC spray from the stream yesterday and this proved beneficial with the winds today. The PD radio also aided in the quick response to the situation.

A resident that had been taken to civil court for charges of violating the nuisance and zoning codes, and found guilty of those charges. An abatement period was set, to be followed by a subsequent legal decision as to the final compliance of the aforementioned violation(s). But, before the abatement hearing could be conducted, the guilty resident chose to harass and stalk me at my home so as enact revenge for pursuing a guilty verdict against him. This resident also used social media to encourage persecution against me.

Peebles said Pinellas County Sheriff’s deputies were called last week when a code enforcement officer was attacked by an angry resident.

Male party flagged me down. Believing he might have a medical emergency I approached his vehicle in a safe manner. He began screaming, pounding his fists on the steering wheel, and threatening me stating “I will end you if it is the last thing I ever do”. I was able to go back to my truck where he followed me for another block weaving back and forth.

Township building inspector and by-law officer attended a rural property to serve an order to comply under the Ontario Building Code Act. After posting the order on the property we received a voicemail from the owner stating if we attend the property again he would blow our heads off and bury us in his field. A police report was filed.

A park ranger in our code division was tying his shoe on river bank, a Native American female yelled at him that she can see him, and to come up to track level where she is. Ranger [redacted] responded by saying I will be up in a minute, and went back to tying his shoe. A large rock was thrown at him missing his head by a foot. He yelled at her to stop and proceeded to go towards her, when she threw another rock. And ran away with another female. Ranger [redacted] was able to radio for assistance, with descriptions of females and follow from a distance. They jumped into a vehicle occupied by a male and left the area, but not before he was able to get a plate and description of vehicle. Vehicle was located by PD officers unoccupied shortly. Upon investigation a female was identified and arrested for attempted assault. Ranger [redacted] realized during after action, not to disengage and go back to tying shoe, but keep aware of person(s) and surrounding areas.

I noticed a vehicle that was parked illegally and also that I have dealt with this particular person before, so I was aware that he was an angry person. Upon approaching the vehicle he had some choice word for me and when I asked him to move, he replied "What is the code I'm breaking" I informed him of the parking code and pointed to the sign about 100' from where he was parked. He asked me for the specific wording and I told him I did not have that readily available but if he would give me his name and number I would call him and provide the specific wording. This is a tactic I use to get their information. He obliged and then moved to another location that was also marked wit a sign, when I told him he could not park their either. H yelled some obscenities at me and told me if I ever found myself in front of him he would run me over and then he sped off

Officials say bylaw officers were out issuing parking enforcement, when they noticed vehicles that were parked in ‘no-stopping areas’ near a school crosswalk. As the bylaw officer prepared to issue the ticket for the parking violation, the suspect driving a black GMC Sierra allegedly started to use profanities and reportedly struck the officer with his vehicle door. Following up on a court ordered parking compliance order, I was patrolling in the defendant's neighborhood. I discovered that the defendant was in violation of that order and pulled up to next to his vehicle to document, (photograph), his violation. Due to his dark tinted windows of his truck, I was unaware he was in his truck. After taking the photographic proof, I began to pull away. Immediately after I passed his truck, he jumped out screaming at me. Knowing of his aggressive behavior, and only there to document, I continued to drive off. The defendant then started up his truck and began to pursue me honking and screaming out of his window. Because of prior behavior, I was not going to stop. He chased me through his neighborhood until I came to a stop at an artillery road crossing. Knowing that I had to stop, he pulled around to the left side of my truck and pulled partially in front of me in an attempt to block me. Seeing this aggression, I backed up and make a hard right turn to get away. Fortunately, there was a police officer from another city, coming the opposite direction of me that changed his mind about pursuing me any further. I immediately made a report to our city manager, city attorney and my director. The defendant called my office while I was reporting to the city manager and left a threatening voice message on my phone, as he has done in the past. The Sherriff department was dispatched to his house to investigate the incident only to find that he had left. They later were able to find him at home and completed their investigation. Based on my testimony, the voice mail, and the sheriff's department report, our city attorney filed charges against him today for violation of a Judge's order and Criminal Misconduct.

A resident was cited for illegal storage of materials and junk vehicles and a warrant was obtained to abate the violations. Upon the abatement team's arrival, the resident made threats of bombs and grenades buried on the property. Bomb squad had to be called out to investigate, at which point the resident became verbally and physically abusive. He had to be restrained and detained in order to complete the abatement.

Went to a complaint of trash blowing into a neighbor’s yard. The person at the address of the completes very angry that I was there and made verbal threats that he had a gun and was going to shoot me and the neighbor. He smelled of Marijuanna and had blood shot eyes and acted “high” and was very aggressive. I backed away and left the residence and reported to threat. A few weeks later I had the same complaint on the property and had to visit him again and this time he wasn’t “high” and he was as pleasant as could be.

At a recent fire scene while completing a fire investigation, shots were fired over our heads from a neighboring street.

During a fire investigation I began interviewing a POI with the assistance of a Police Officer when the POI pulled out a knife and cut the Officer in the hand before proceeding to stab himself in the throat.

Arrived at location to drop off Courtesy Notice door tag. Resident was at front door watching the entire time. I got to front door when resident opened door asked if I knew who he was and then proceeded to threaten me with bodily harm, he also threatened to sick his dog on me and then threatened to shoot me. I left property, got to my code car and saw resident coming back outside with tools in his hand and he proceeded to correct situation. 100% compliance achieved.

On 01/06/2025 I was doing a check of a nuisance property that has become an issue in our community. The tenant of the property is very aggressive in every contact I have made with him as it is. I went to go do an updated picture capture of the property before I issued citations and started court proceedings when I turned my back to snap a photo of the back side of the property. A large aggressive dog came after me and attacked me causing to run back to my unit and in the process i fell and was injured and unable to protect myself from the dog. I was sent to the ER where it was determined nothing was broken but there was a very deep bruising and the conclution of my ACL and Menicus being torn in the incidient but has to be confirmed with MRI imagining. Thankfully i had left my radio on my seat and car door open was able to radio for assistance.

Working a property zoning case that would require a business to be closed and relocated. Business owner searched out my home address and placed multiple signs from his business in my front yard during the night. Later that same day he was caught on camera driving through my neighborhood multiple times in his personal vehicle. Case is ongoing.

Investigating complaint of no water service to illegal boarding house. Multiple occupants came out of house and began threatening officers.

Investigating source of debris causing flooding on roadway and found source was a property which had active codes violations. While officers stood on roadway the occupants of the subject property began threatening officers lives and one occupant charged at officer and only stopped when officer placed hands outward in front to stop the actor.

Got out at a gas station, known person parked behind my vehicle blocking it in, got out of their vehicle said some unsavory words and threatened violence by asking if i wanted to fight. Walked into the store without saying a word and person drove off

I was going to stake a property, and as always, I looked around to make sure I am secure before exiting the truck. I get my tools, get out and walk up to the property. A man was hiding behind a building and came running up at me and ripped the stake out of my hand, lifted it up as to strike while yelling obscenities at me. I was able to get in my truck and chose to get away before calling the police. I drove away a few blocks, trying to catch my breath. I stopped at a stop sign, and as I was starting to pull forward, a white SUV drives up pretty quickly and slams on his brakes, right in front of me in what I believe was his attempt to block me in. The guy that came at me before jumped out and ran to my truck and tried to get in as I was pulling away as fast and as safely as I could. I called the police; I was able to get away and met them back at city hall and filed a police report. I was able to give a description of the man, the SUV and the address that it occurred. The police officer went to the home but informed me the next week that he was unable to make contact with the perpetrator. I was also told there was not much of anything they will do about this incident because I wasn't actually hurt. He told me to call back if I was physically harmed through physical attack.

On 11/1/24, one of our inspectors was attempting to cite an abandoned vehicle on the street when he was approached from behind by a male that brandished a weapon, waving a gun in our inspector’s face disputing that his vehicle was abandoned. Our inspector immediately retreated to a safe area as the suspect fled the seen in that vehicle. A recording of this event was documented and our officer received no physical injuries but is working through the emotional toll of the event. Please let this help reinforce to others in our industry to stay ever vigilant of your surroundings with your head on a swivel but most of all ensure your safety.

While working a road closure for a children's parade a party drove around the barricades. When I made contact with him he began yelling at me and then threw two large bags at me and drove his vehicle at me while continuing to yell threats at me.

I received a complaint from one of the Aldermen on the City Council. The Aldermen reported that there was a trailer at one of the trailer parks in town that was collecting tin/ scrap metal. And was piling the scrap around the front of the trailer. I went out to the trailer park to speak to the owner of the trailer about the piles of tin and scrap metal located in the grass in front of the trailer. The trailer was in very bad shape. There was no door handle, just a wire coming out of the door. All the windows were covered with black material. Making it unable to see in the trailer. I parked in front of the trailer (I had a door knocker filled out for the property owner if no one was home) and exited the vehicle to the trailer door. I knocked on the door several times, waiting for an answer. While I was waiting, I knocked one more time and at that point I heard the sound of a gun being racked on the other side of the door. I hung the door knocker on the wire that was the door handle and left. I reported the incident to the Police Chief. At that point, the Chief decided that I should be wearing a radio when I am out on calls. It really scared me I did not think anything like this would happen.

Asked resident to move an oversized political sign covering his entire garage door, his response was to tell me that he “will shoot me dead, on my front lawn Nov. 5th” after the election.

An employee provided me with a copy of a Facebook post made by [suspect] that makes a threat against the town’s Code Enforcement Officer. The post states “hi franki this Chris sorry to hear about jami been talking to Angie. You tell me what to do I will shoot them they come on my land Angie knows how to get a hold of me”. A report was filed with the Sheriffs Dept.

On October 05, 2023, I was making an inspection of a complaint of tall grass. I had parked on the street and exited the vehicle to photograph the property. The property owner drove up and exited his vehicle. I informed the property owner of the code violation. He began to yell about other properties that need to be mowed and "druggies" lining in the area. The property owner agreed to mow the tall grass. On October 13, 2023, I received a phone call from the property owner's wife. She asked if I had told her husband to mow the grass. I informed her I had received a complaint, investigated it and determined there was a code violation. And that her husband had agreed to mow the property. She kept interrupting me speaking in a loud voice stating they would mow the property when they choose to. A short time later the husband came into the office. He was yelling and then approached me in an intimidating or aggressive manner. One of the clerks observed the property owner when he entered my office. When she heard him yelling so called for a police officer, which is located in the same building. The police officer came to my open door and observed the incident. The property owner kept yelling and interrupting. I asked the police officer to escort the property owner outside. The city manager determined the property owner is not allowed back in city hall.

An Ottawa bylaw officer was sent to the hospital with a broken leg on Saturday night after a driver allegedly struck her with their vehicle in the ByWard Market, the city's police force says. According to Ottawa police, the driver was unco-operative and tried to drive away while the officer was issuing a ticket. In the process, the driver allegedly struck the officer. Ottawa paramedics told CBC they took the officer to the hospital in stable condition at 8:50 pm. The 35-year-old driver was arrested at the scene and charged with aggravated assault, assault with a weapon, dangerous operation and mischief to property. The driver appeared in court on Sunday.

My code officer sent a letter out to a citizen for tall weeds and grass. This individual posted the letter on Facebook and threatened him if he trespassed after an attitude adjustment. This individual posted many other things that didn't make any sense.

A transient person stood in front of my vehicle and challenged me to fight, after I drove around him he threw a large object at my vehicle, I then left the immediate area and called the Police, the transient subject saw me and pulled down his pants exposing his penis to me, at that time the police department arrived and placed him on a hold.

A male drove head on with vehicle and attempted to crash into us. He stopped within an inch of my vehicle. We then followed him while on phone with dispatch until police was able to get to him and arrest him. He told police he thought we were cops and tried to crash into us.

Reported abandon vehicle, Worked the case, called the tow truck to have it towed. A guy walks out of the next-door house, He was asking to buy the car, and he had cash and wanted. After explaining to him that i was unable to give him the car, he started getting irate and cussing at me. He stated he was going to call the police, i did tell him that he could call them, because they sent the tow truck to me. He went back inside the house. After about 5-10 minutes he comes back out, screaming and cussing at me calling me a Bitch and asking for the vehicle. The tow truck already had the vehicle on the wrecker. He was screaming and he wiped his private part out and started urinating everywhere.

On Monday August 12th I received a threatening email stating "Cowards die many times before their deaths. I reported it to my supervisor and HR, we also filed a report with the Police Department.

A 27-year-old McClure man is charged with threatening a property code enforcement officer.

Central Keystone Council of Governments Code Enforcement Officer Gerald Lloyd III was inspecting properties in McClure on July 18 and was confronted while driving through the borough to check on properties with open complaints, according to a report filed by Middleburg police.

When Lloyd drove by one specific property that had not been cleaned up despite receiving notifications to do so, he saw a man standing in the driveway and continued on to check out other properties, the complaint said.

While seated in his parked car in front of another property in McClure, Grove said, a vehicle pulled up to him and the driver confronted him, demanding to know why Grove “avoided him” earlier and proceeded to “verbally berate him” about the property complaint he had received and said he was not able to clean the property himself.

The man, later identified as Matthew C. Lash, allegedly threatened if Grove showed up at his property again he would meet him “with a shotgun and... put you in a bodybag.”

Grove told police Lash nearly struck his vehicle as he sped away.

Lash is charged with felony threats against an official, misdemeanor terroristic threats, recklessly endangering another person and obstructing a government official. He was arraigned before District Judge Bo Trawitz and posted $15,000 bail.

At 2:44pm on May 31, 2024, the owners, [redacted], called into Code Enforcement regarding a recent visit by 2 code enforcement officials at their residence earlier that afternoon. During that visit, a repeat citation was issued to the [name] for the parking of a commercial vehicle in a residential zoning district, and the [name] refused too sign or accept the citation in person and aggressively told the officials to get off their property. [name] was extremely angry that he was being issued a fine and made the following comments during the phone conversation. [name] stated “let me find those guys on the street somewhere” he also continued with that “its none of our business what he does on his or other people’s property and we cannot tell him what he can and cannot do.” [name] said he was going to cover the vehicle with palmettos so Code Enforcement could not see the vehicle and he would still be parking it in the residential lot.
I attempted to end the call with the [name] and [name] became even more upset that I was going to “hang up on him” and became more combative. I stated that if he was not going to accept what ordinances I was explaining to him and if his demeanor was going to continue the way it was, I did not feel comfortable continuing the conversation with him. [name] proceeded with more aggressive behavior, and I advised if he had no further questions, I was ending the call.
Type of Incident: Verbal Threat

An officer was shot at while in his city vehicle. Police Report filed.

While executing a warrant to conduct an abatement to remove trash and debris from an occupied residence, the nuisance abatement team was threatened by the occupant of the property. The occupant verbally threatened the team that if they did not leave immediately, he would shoot them all. Police were immediately called to the scene where the occupant was forced to restrain themselves while the work continued. No charges were filed.

Tire on my patrol truck slashed again. This is twice in a couple of months.

Our Nuisance Abatement team was attempting to abate trash and debris on a vacant lot. A neighbor came across the street and began to verbally assault the team that was present. He threatened physical harm and approached them in an aggressive manner. Fortunately, PD happened to be in the area and was able to witness the interaction and placed the individual under arrest.

On Tuesday March 19th Code Enforcement Officer made contact with (transient), is a well known individual around Park with previous incidents against park staff, and police officers. I made a follow up inspection on an open case for business clean up responsibility. I arrived at around 1:30pm, and observed that individual was near the area. I took a picture of the property conditions. Individual, approached and tossed an item directed at me, I dodged the item and got inside my truck. She, charged at my truck and started punching the front hood area of my truck. She then left. I drove away the location, and contacted my supervisor for further instructions. I did not contact PD, since I was in no direct danger. After direction from my supervisor, PD was contact and an incident report was taken. The incident was elevated and the City Attorney and the Police Department issued a temporary restraining order.

On Saturday March 16th Code Enforcement Officer was issuing a notice for a unpermitted vendor contact at a park, the customers of the vendor became extremely aggressive towards Officer and he contacted the Police Department via radio and retreated to his vehicle, once Police Department arrived they were able to control and crown and Officer was able to continue his enforcement.

After impounding a vehicle for expired plates and suspended registration (FOR 4 YEARS), and refusing to allow a female party to retrieve the vehicle on her word she would register it on the following business day. She asked if I could just arrest her so she had somewhere to go. I explained I could not based on an expired registration. She then said "what if I punch you in the face? Would you then arrest me?" She had to be directed to drop her ski poles, and not to try to get into my patrol vehicle. She continued to call Dispatch, my phone and tow company repeatedly.

Field Training Officers and a Supervisor arrived to a property to serve a subpoena to a violator that was living in a derelict RV on vacant land after months of working with the violator. Upon arrival the violator and her daughter approached the code officer’s vehicles parked on the street aggressively screaming and cussing. The violator had violation letters in hand and stood within inches of one of the field training officers face to which the officer’s back was to the city truck, unable to move any further back. The violator grabbed the code officer by the arm and screamed at him without letting him speak. The officer pushed the violator off of him and out of his personal space. The violator again got within inches of the code officer’s face while the daughter of the violator pulled out of small handgun. The daughter of the violator threated to kill each officer on scene if they touched her mother again, warning officers that she wasn’t afraid to go back to prison for her mom. The code officers fled the scene and called the police. Police arrived and questioned the violator’s daughter about what happened. She still had the firearm on her and began to become aggressive with police. She was arrested and charged with felony terroristic threats. Both the violator and her daughter remained hostile and aggressive with police and city staff as the arrest was made. The subpoena was served to the violator and code officers left the area.

A city worker was severely beaten for writing a parking ticket. His colleagues are demanding action.
Parking and code enforcement officers have long been a target of verbal and physical attacks for doing their jobs.
Boston officials are looking to better protect city workers who issue parking tickets after two recent assaults, one of which left an older man hospitalized.
On Feb. 2, a supervisor working an overnight shift for the Boston Transportation Department was badly beaten as he attempted to issue a parking ticket in Dorchester.
The worker was responding to a 311 complaint about an illegally parked car when he was confronted by a suspect who told him to “get the [expletive] out of here, tag someone else’s car,” according to a police report obtained by The Boston Globe. The suspect, identified as Kenneth Vandergrift, allegedly took a radio from the worker and beat him with it. He continued to punch and kick the worker as he fell to the ground, police said. Vandergrift was charged with three counts of assault and battery and one count of threatening to commit a crime, according to court documents. He was arraigned in Roxbury Municipal Court and pleaded not guilty.
The worker suffered “severe trauma” to his face and underwent surgery at a local hospital, according to officials. He has since been released.
The incident and another recent assault prompted Boston City Council to hold a hearing on the safety of BTD employees last Thursday. City officials faced numerous questions about the issue from councilors throughout the two-and-a-half hour hearing. Councilor Erin Murphy said she was told about the assaults by a BTD employee who was considering leaving her position because she was concerned for her safety.
“No city employee should be assaulted, verbally or physically,” John Blackmore, head of the city’s code enforcement unit, said at the hearing. “I’ve been in code enforcement for 30 years, I’ve been on that end of it. We’ve all been assaulted or verbally attacked. It’s part of the job, unfortunately, but it shouldn’t happen.”
A ‘regular part of the job’
Jim Durkin, legislative and political action director for AFSCME Council 93, stressed that the high-profile attacks in recent weeks are not isolated incidents. He said that assaults are a “regular part of the job,” and that this was reflected in the results of a survey sent to parking enforcement officers before the hearing. The response rate for the survey was 70%, Durkin said. Of the 73 workers who responded, only two said that they had never been physically or verbally assaulted on the job. Of the respondents, 59% said that they had been verbally assaulted more than 30 times over the course of their careers. Durkin said that 46% reported being physically assaulted between one and five times, and 5% reported being physically assaulted over 15 times.

Last week, a local sovereign citizen sent what amounted to a manifesto to the Sheriff, Tax Assessor, Building Inspector, Board of Commissioners, County Clerk, Animal Control, Community Development and Code Enforcement. In the correspondence, the Sovereign Citizen warned that “any trespassing by any government agent for any reason without his express written permission is a violation of U.S. Code Title 18 sections 241 and 242 and any other applicable federal, state, or local criminal trespass statutes. Adding, if such trespass occurs, I will consider the government agent an intruder and will use all lawful means to expel the intruder.” He went on to issue a “Revocation of Implied License,” citing a 10th Circuit case from 2016, and emphasized that there will be no “knock and talk” or any other “implied license” provisions allowed on his property. Toward the end of the correspondence, he included the following sentence in capital and bold letters: Be advised: the right to exclude anyone, even the government or law enforcement, is an inviolate constitutional right set in law, to-wit. He included another 10th Circuit case, United States v. Lyons, as alleged case law to back up his ramblings. The last paragraph, before his signature, again in bold, capital letters, read: ! If you violate this notice without my express permission, I will file criminal trespass charges against you! Violators could face up to a $10,000 penalty and five years in jail! It is speculated that the individual is referring to a “common law” court to enforce the fine and jail time, as he has displayed his disdain for government in general. The individual who sent the correspondence has repeatedly shown up at Commission meetings and has been disruptive in his behavior. The gist of his grievances is always “property rights” related. He has also had run-ins with other citizens in public, displaying obstreperous behavior that has verged on violence a few times. Needless to say, this correspondence elicited a meeting that included the Sheriff and his Command Staff, the County Manager, the Commission Chair, the County Clerk, the Public Safety Director, the 911 Director, the Tax Assessor, and the Community Development Director. Ultimately, it was decided that neither the Sheriff’s Office nor EMS would respond to this address unless it was a verifiable, absolute emergency. Even under those circumstances, it will be up to the discretion of the ranking officer to decide whether or not to respond. If other agencies (Code Enforcement, Animal Control, Building Inspections, and Tax Assessor) are requested to respond to this location (due to a compliant), the EMA Chief must be notified and will decide if, and under what circumstances, those agencies will respond.

Within a few short weeks I’ve had three of my tires slashed and now someone hit my patrol truck parked at my office in the afternoon. Thousands of dollars damage and none of the construction crew at our building will tell me what they saw or what occured. It appears to be a deliberate incident.

I had a man answer the door with a gun pointed at me when I was brand new to the job. We were able to talk him down and reason with him, but it made me second guess my choice to take this job. It wasn't the only time I've experienced that, but I haven't filed a police report. I honestly didn't realize I could, I thought it was just something we deal with on this job (Code Enforcement Officer). People are mad when you come onto their property, especially if they feel their rights are being threatened. That's understandable, but my desire to not be shot should also be understandable.

While serving a parking citation to a vehicle, a "friend" of the vehicle owner pulled up and parked in middle of street. Verbal and legal threats made, got out of vehicle posturing, but never raised hands or physically threatened until he got back in vehicle. As he departed, the mirror of his truck came within 6" of me. During the verbal discussion, I had requested back up for assistance. Officers arrived after his departure, Contact was made by officers at his business.

The first of December of last year my administrator asked I stop by a home where it was reported they were building without a permit. When I arrived I noticed many vehicles in the yard and one blocking the driveway. I usually like to drive as close as possible to I am easily identified. The vehicle in the driveway was a girlfriend of a man that was working there. He asked why I was there and I told him. He laughed and said we are only cutting some trees for the owner for free, come look. I walked up and saw that is all they were doing. I started walking away as I could hear someone yelling something about a warrant so I figured it was a good time to go. I was half way to where my truck was parked when I heard someone screaming "stop or I’ll kill you" I looked over my shoulder and saw a heavy set man running down the porch ramp with a AR pistol in his hand pointing as he continued to scream I will kill you. I immediately dialed 911 knowing my power beats pro headphones would record anything near me. I asked the operator to stay on the line and I would let her know who I was. By the time I got to my truck he had caught up continuing to scream he would kill me. I had a firearm in the truck. We are allowed to have them at work and the only unspoken rule is don't advertise it. I stopped once I opened the door to try and de-escalate the situation if possible. I told the homeowner who I was and why I was there. He started demanding who called and I told him I did not know. I told him there was no violation and it was just a routine call and I also asked him if he would take his finger off of the trigger and lower the gun. He eventually said "get out of here then" and I drove approximately a mile down the road to meet law enforcement. When the dispatcher turned the call over to the SO I was answered by someone who had no idea what had just happened so I had to tell them. When they arrived, the officers went to the house. The homeowner denied he did anything and requested I come down so he could apologize. I abjectly refused that. A captain with the SO responded also and told me it was just his word against mine!!!! I told them numerous times to pull the 911 call and that would have the evidence they needed. As it turned out this man’s wife worked for the SO. I was only informed of this later by a county commissioner. Needless to say the Commissioners were not happy at all with the sheriff’s office. After reviewing the audio from the 9-11 call the responding deputy called me to tell me the audio did reveal him threatening to kill me numerous times. He was arrested that night for terrorist threats and acts. Given only a $5,000 bond on a felony charge and released that next morning. I then spent several days wondering if I still wanted a job where even law enforcement would not back me up. Suffice it to say I carry every day regardless. I would rather loose a job than my life. Apparently people that live in the area know this man and weren’t too surprised to hear what he did. I am not dropping the charges regardless of who he is married to. I have not spoken much publicly on any of this as it hasn’t been to court yet nearly a year later.

Individual came into the office and started yelling and screaming saying that his house was not coming down. I told him that he could come to the November hearing and plead his case. He was yelling more and I asked him to leave. He threatened me by saying "I'll just wait and see" pointing at me and getting louder and angrier stating "you better watch it". We have filled a police report.

On Friday October 6 2023 while dropping off a canine at the local shelter I had an encounter with an individual from my jurisdiction who had three dogs removed from his home on court order. After a brief conversation with the male subject, a direct threat was made by him. The subject is known to be a local retired Bandido and did threaten me with action from the club.

On the date of Sunday 9/24/23 I was followed by a stalker inside of my jurisdiction for the third time. Subsequently the individual was arrested and charged with stalking a public official and jailed without incident.

On the date of 8/12/23 I was threatened verbally (to be killed) by an individual who owned several canines after one that was vicious and attacked a group of people had to be immediately euthanized in a public park.

While conducting a rental inspection, I was bitten by a dog. I've experienced an increase of loose dogs while conducting inspections and have been chased out of several properties by aggressive dogs this summer.

Had a vehicle park in front of my house on two separate occasions. It wasn’t until the local PD made contact with the male did he stop pulling on to my dead end street.

After leaving a citation on a vehicle a male party started yelling across the street “are you f’ serious? Where is that f’ing CE? I’m going to cram this down her f’ing throat”.

Three tires on my patrol vehicle were slashed with a knife.

I was following up on a front yard parking issue at the residence of a male who identified himself sheriff's deputy during a previous and pleasant contact. Upon my arrival I observed the property owner, his wife, and an unidentified male standing by the west side RV gate. I opened the passenger window of my vehicle and started talking to the owners. They quickly became confrontational with me; the wife went to get her phone to show me some pictures and I pulled up my photos from my last inspection. When I looked up the RO was rushing my vehicle and yelling. He placed his hands on the open passenger window sill and began pounding on it while he leaned into the vehicle, continuing to yell profanities. His friend pulled him away and began trying to talk to me in an effort to deescalate the situation, also holding onto the open windowsill and leaning into the vehicle. I got on the radio and asked for assistance from the police department (we carry radios to communicate with their main dispatch channel) and two officers arrived. The property owner continued to yell about how he's law enforcement and went inside to get his vest and badge, which he kept waving in our direction. I left the scene and the police officers did as well a few minutes later. No incident report was taken but the call for service is documented. After meeting about the incident, my department manager declined to notify the sheriff deputy's supervisor.

Was followed in my work car by the same individual on two separate occasions. I was afraid to exit my work vehicle and had to radio for officers at my police department to come outside in case the man following me tried to hurt me. Although I am a certified Reserve Police Officer, the police department I work for will not let me carry any of the equipment that I wear as a Reserve Officer, including a vest.

Doing a routine inspection and had someone drive up (not associated with the case) and call me out stating he can beat the shit out of me because I don't have anything to protect myself. I wear a ballistic vest and radio only. He drove off erratically and was unable to get a plate. Called dispatch but nothing could be done without more info. Reported to my supervisor.

Two of our company vehicles break lines were cut in the early morning. They have him on camera but it’s not a clear picture. This person cut lines on our building inspectors truck and our community development truck. Very scary to know this person did this.

Commissioners have sent a stern letter to a Congressional candidate, warning him that intimidating a public servant is a felony. A letter dated Jan. 31 was sent to [violator] after a county code enforcement officer said the businessman threatened to get his gun and “deal with him” if he returned to his property. [Violator] ran unsuccessfully for the Congressional seat last year and announced in January that he plans to run again in 2024. The code enforcement officer, had gone to [violators] rural property in September to investigate a complaint. [Officer] was checking on the claim that someone was living in a house that was still under construction and was possibly occupying a recreational vehicle or trailer on the property without a required permit. “Officer [name] reported that while conducting his investigation that you were uncooperative and became very agitated,” said the letter signed by Commissioner [name]. [Violator] reportedly told the inspector if he returned to the property, [violator] would get his gun and would “deal with him.” [Officer] did not file a report with the Sheriff’s Office, but the letter said the county commissioners take threats against employees seriously. Code enforcement officers have the right to walk to your front door and ask questions as part of a code enforcement investigation, the letter said. “If you continue to threaten County employees, the county will involve law enforcement to conduct a full investigation,” the letter said. [Violator] did not return [media] messages left on his campaign phone line and email account about the allegations.

I was doing a routine inspection and it had started to rain. I was sitting in my car in front of the house I needed to inspect, it was a heavy downpour. I noticed the home had a front porch (with a door) I could run onto before knocking on the main house door. So I got out of my car, ran to the porch, opened the door and was so happy to be on the covered porch out of the rain. I noticed right away the main house door was open and there was a small chihuahua wagging his tail in the entry of the door. I bent over and greeted the cute dog saying, "Well hello there!" As soon as I said that three other dogs from inside started barking and before I knew it one dog had jumped up at me and bit my stomach and then came back again and bit my thigh. I was in absolute shock and yelled and pushed the dog back and left the inspection after telling the tenant I would reschedule. My stomach and leg were both bleeding. I left the inspection and had to report the incident at work in the nurse's office. Animal Control was alerted about the incident as well and had to quarantine the dog for 10 days because it wasn't up to date on its rabies shots. This situation was the perfect storm of how things line up and you don't stop to think about the repercussions of running onto someone's porch in a downpour. I'm not afraid of dogs after the incident but I have more respect that I'm in their space and I'm a stranger to them.

I went to a routine Housing Inspection for another inspector that was out sick. I pulled up and noticed cars in the driveway and on the lawn. I remember driving by with the other inspector who had mentioned he was having a hard time getting into the house for inspection. I remember pulling up, thinking this house was going to be a doozie because of the vehicles outside and trash accumulating and saying a prayer that I would see all the violations and the inspection would go well. I walked up to the door and knocked. I could hear people inside so I immediately thought, "Oh good they knew I was coming today." As soon as the tenant opened the door he said (you could tell he was upset), "We're not doing the inspection." I explained to him that was OK but we would need to get in for inspection soon because it was a rental property. I went to grab the screen door handle and the tenant said, "No you're not coming in here." I explained that I wouldn't come in but I wanted to open the screen door so I could talk to him (the door was a glass panel that was hard to talk through). He let me open the screen door and I help it open with my body outside. I could now see the owner (daughter #1), the tenant (father), a grandchild (4 years old), daughter #2, and a 4-week-old baby all in the entryway together. The tenant then explained he was the owner of the property's daughter, and she was going to put him on the Deed so it would no longer be a rental. The owner of the property (the daughter) said, "No dad, I am not putting you on the Deed to the house." At this point they started yelling at each other. The owner of the property (the daughter) was holding a 4 week old baby, while her father (the tenant) was yelling at her and starting to push her. A second older daughter came into the entry way and joined in yelling and being rude. The situation was escalating quickly and I asked if they could calm down or if I needed to call the police department. The owner holding the baby just looked at me giving a 'please help me'. At this point the tenant (the father) comes out the door told me he doesn't want me holding the door open and forcefully shoves me with his forearm away from the door. I stumbled back, he closed the screen door and the inside door and I hear the deadbolt latch. I called 911 right away, I could tell the situation was going to get worse, especially after being shoved and he was repeatedly shoving his daughter harder in front of me. I told 911 I was a Housing Inspector and that I was at a routine Housing Inspection that was escalating quickly. That I was shoved, and the tenant was shoving his daughter holding a 4-week-old baby and yelling at her. They said PD was on their way. At this point I was in between the house and my work car; I knew I should go back to my car, but I was concerned for the owner with her baby inside and I wanted to be able to call PD again if needed. After five minutes and no response yet from PD, I could hear all three adults yelling and screaming. Then I started to hear them physically fighting. Someone got thrown to the ground. The baby was crying, the four-year-old was yelling and I could hear the adults frantically running through the house. I called 911 again and told them the situation was getting even worse and to please send officers quickly. Two officers arrived shortly after. The tenant wouldn't open the door and you could hear voices escalating inside. The officer pounded on the door and the tenant finally opened. It was interesting how calm the situation became, and the tenant said there was no issue inside the home. The owner stated to the officer there was an issue and that she had been thrown to the ground by her father, he slapped her across the face, and her sister was also hitting/slapping her. The tenant wanted to close the door on the police officer, but he had wedged his foot in and told him that now that he hit someone inside the home this was a bigger issue than a missed Housing Inspection. One officer stayed with the tenant and daughter #2, while the other officer asked the owner (daughter) to step out of the house and talk to him. The daughter decided not to press charges. I talked to the owner and explained to her that the property is considered a rental property because she does not live there, and her father is residing there, even if there is no exchange of money. She understood and wanted me to come in that day, but her father wouldn't allow it. I told her that our next step would be to file a Municipal Infraction for not being able to perform the rental inspection, but I didn't feel that was fair to her since she wanted us to come in. I explained our other options would be to obtain a search warrant to be able to enter, for her to evict her father and other tenants, or to sell the home. At this point we are waiting to hear back and decide the next course of action. Thankfully no one was seriously injured but a good reminder we don't know what we are walking into. Something as simple as a family disagreement got out of hand very quickly that day.

I work in a rural county in North Georgia. Our county is relatively small; therefore, I’m the only Code Enforcement Officer for the county. Last fall (2022), I received a call stating "that homeless vagrants were living in an old SUV (in a certain area)." When I pulled it up on my GIS map, it appeared to be within the National Forest, which would fall under the US Forest Service’s jurisdiction. I asked the caller if they had contacted the Forest Service, and they replied, "That’s your job, and I ain’t doing your job for you." I decided to check it out on my way home, as the area was about seven miles from my residence. Since it was in the late fall, dusk fell around 5:30 to 6 p.m. When I got to the area (which was definitely within the National Forest), I observed the old SUV right where the complainant said it was. It had been there for quite some time, apparently. I had to park about thirty yards away from the old SUV and then walk to it because I didn’t want to risk getting stuck. The SUV was at an old camping site that had been closed down by the Forest Service; why they didn’t remove the SUV is beyond me. Anyway, as I mentioned, it was beginning to get dark as I inspected the area. It was obvious that someone had been staying in the area due to the high volume of trash and debris scattered about the old camp site; however, I didn’t see anyone. As I approached the SUV, I noticed that the opposite side rear passenger door was open. As I approached the driver’s side, I could see a lot of trash in the front seat area. I then shined my flashlight into the backseat area, and two glowing eyes were shining back at me, and then I heard a growl. I didn’t wait around to see just how big it was, but a decent-sized Black Bear had apparently taken up residence in the old SUV. Needless to say, I covered the thirty yards back to my truck in about three seconds and got the heck out of there. The next day I called the local Forest Service Office and reported the situation to the local ranger, making it a point to let him know that the Bear had made the SUV his or her home. My point in reporting this incident is to show that humans are not the only threat to a code officer in the field.

I went to a property that had commercial trailers on a residential property. I had left a courtesy notice at the door the previous week. The home owner called and yelled at me on the phone and stated he wasn’t complying. I went back with a second officer to issue him a Notice of Violation for noncompliance. Violator answers door by slamming it and screaming he does not like to be disturbed this early in the morning, 8am. I tried to have a conversation with him but he was just yelling and saying it was his property and he could do what he wanted. At some point he asked if we carry guns. I told him no. He asked what the consequences were if he didn’t comply. When I advised it would be a fine and if he didn’t pay fine it could result in his liscense being suspended. He started screaming “or else, or else “. He ran in the house. At this point me and my partner headed to our trucks. He came to the door with a shotgun in his hand and said we better bring an army next time we come to his house. I called law enforcement. He was eventually arrested and charged with aggravated assault and had his guns taken away for at least a year. He then was charged with having an illegal weapon. He attempted suicide a few days later. When I returned to the property a couple of weeks later he had complied but not before getting 2 felony charges, losing his guns and damaging his hand. Still awaiting disposition for charges.

Welfare check on unconscious male in greenbelt adjacent to busy main roadway, in the late afternoon. Woke individual by yelling at him in raised voice and tapping his foot with my foot. Individual was intoxicated and startled, he rose immediately pulling a knife. I had already had a safe distance from him once he started moving. Communication with him and clarifying with him who I was, relieved him of his "self defense mode", and he dropped the knife. Individual was released as able to take care of himself.

While writing a parking ticket, received a verbal threat from the vehicle driver. Code Enforcement Officer requested and received law enforcement assistance.

Animal control incident, picked up the dog at large and upon returning it to the owner, the owner opened the door and physically assaulted by way of punching, spitting and pushing the officer, damaging the vehicle in response to a uniform knocking on her door. The dog was released and ran back into the home while the woman assailant continued to chase the officers vehicle as they attempted to disengage. Police were called and after education was provided that a By-law officer is a peace officer under legislation charges were laid and the assailant charged with assault a peace officer.

I arrived on site for a building inspection and found that the work had been completed prior to my arrival. I approached the job site and requested to speak with the permit holder, I was informed he was not on site. I stated a stop work was being initiated until I could speak with about the uninspected work. After I began to state that I was initiating stop work the situation quickly turned aggressive. Lots of shouting began with swear words in the mix and the contractors crew started circling me. I kept everyone in my line of sight but then the "boss" arrived and immediately escalated the situation further. He contacted our police chief (I later found out they were personal friends) and once our chief arrived on site, he took the side of the contractors. No citations were issued at that time and the police chief instructed me to just let them finish working. As we were leaving a contractor stated "You ever come up here again I will serve you your f'n teeth." Our chief asked for civility but received none. On the positive the city is now going to issue marking for my vehicle and body camera. Ultimately I am the one receiving corrective training in the matter and city management is supporting the local tradesman and police chief.

Property owner called Environmental Health Tech. Advising he was going to shoot up the Code enforcement department or who ever was in the building when he showed up. The Tech contacted risk management who contact the Sheriff's office but Code Enforcement was never advised of the threat.

A COUPLE CAME INTO THE OFFICE TO PULL A PERMIT FOR A DETACHED GARAGE AT THEIR PROPERTY. THE LOCATION OF THE GARAGE ON THE PROPERTY DOES NOT MEET THE ORDINANCE. THEY WERE GIVEN A COPY OF THE ORDINANCE. WE EXPLAINED TO THEM THAT THE GARAGE WOULD HAVE TO BE EITHER IN LINE WITH WITH FRONT OF THE HOUSE OR BE IN THE REAR YARD. THEY BECAME VERY AGUMENTATIVE AND THREATENING. THEY THREATENED TO KILL ANYONE THAT CAME OUT TO THEIR PROPERTY. THEY SAID THAT THEY ALREADY HAD CONCRETE POURED FOR THE GARAGE IN THAT LOCATION AND THEY WERE GOING TO BUILD IT WITH OUT A PERMIT. THEY WERE TOLD IF THEY BUILT WITHOUT A PERMIT THEY WOULD BE CITED TO COURT AND COULD BE MADE TO TEAR DOWN THE GARAGE. WE EXPLAINED TO THEM THEY COULD APPLY FOR A VARIANCE AND POSSIBLY GET IT APPROVED BY THE PLANNING COMMISSION. THERE WERE SEVERAL THREATS MADE BEFORE THEY LEFT OUR OFFICE.

This afternoon I saw a homeless gentleman approaching the front door of our Public Works Admin building. I approached him to see if he needed help. He introduced himself as [redacted] and asked for his belongings and said that the police directed him here to the Yard and that Code Enforcement was involved. I called [Code Enforcement] to let them know and the Officer said he would be over to talk to the gentleman. He then proceeded to get irritated and said [Officer Name] had it out for him and that he's always messing with him. He then started to say that he and other homeless were fed up and were going to start retaliating against [Code Officer] and anyone associated with him. He said they were getting ready to come to any areas with City personnel and start taking action against anyone they feel is against them. He then said he wanted to hang [Code Officer] on the flag pole at the City Yard. He really expressed his hatred of [Code Officer] by saying things like he wanted to kill or take him out. While he was expressing himself he pulled his hands out of his pocket and had a folding knife in his hand and I asked him to please put his knife back in his pocket. He put the knife away. Once [Code Enforcement] drove up and approached [name redacted] I hung around as I felt [Code Officer] life could be in danger and it wouldn't be safe to leave him alone. [Code Enforcement] calmly talked to [name redacted] and told him his belongings were no longer at the City Yard trash area and he needed to leave. [name redacted] continued to try and antagonize [Code Officer] but was aked to leave again and finally did leave.

Visited a construction site to verify permits were properly displayed. When asking workers to see their permit, their supervisor jumped off a ladder and launched a verbal assault. He threatened to beat some sense into us and that that he wanted to prove that he was a tough guy. Police were called, but didn't arrive for 10 minutes. We are not supplied with any vests, PPE, or anything other than a vehicle to hide in.

I had a party who I wrote parking citations to earlier in the day and several previous times attempt to follow me home. I noticed he was following so I drove into a residential neighborhood, not my own, and made several turns around blocks. He finally after about 15 minutes of following me through residential streets left, and I was able to go home and pull into my garage.
