President
Justin Edson
Justin Edson is the founding President and created the first ever national Code Enforcement officer safety reporting database. In June 2023, Justin was elected by the Board to a fourth term as President. Justin has 15 years of experience in Code Enforcement and Law Enforcement. Justin is currently a Code Enforcement Manager in California and previously served as an Acting Building Manager, Supervisor and Lead Officer. He has also served on the state association Board of Directors. Justin is certified as an ICC/AACE Code Enforcement Administrator, ICC/AACE Code Enforcement Officer, CACEO Certified Code Enforcement Officer, CACEO Supervisor Module, ICC Zoning Inspector, ICC Property Maintenance & Housing Inspector, Situational Awareness Specialist (SAS), and a CA POST Field Training Officer. He is also a CEOSF Code Official Safety Specialist (COSS).

Vice President
Timothy Sun
Tim Sun is the founding Vice President. He started a Code Enforcement Officer safety fund in 2019 to raise money for body armor and had the dream of starting an official Foundation. In June 2023, Tim was elected by the Board to a fourth term as Vice President. Tim has over 15 years in the Code Enforcement profession. Tim is a Code Enforcement Manager and an Officer Safety Instructor in California that has taught numerous classes on self defense, deescalation, and verbal judo. Tim also served on the state association Board of Directors and as the Officer Safety Committee Chair. He has taught at the regional module academies through CACEO on officer safety. He is a California Certified Code Enforcement Officer, a CEOSF Officer Safety Certified Instructor (COSCI), and a Code Official Safety Specialist (COSS).

Secretary/Treasurer
Jeremy Kovinchick
Jeremy Kovinchick was elected by the Board to a third term as Secretary/Treasurer in June 2023. He was appointed as the interim Secretary/Treasurer by the Board of Directors in December 2021 and then appointed as the Secretary/Treasurer in March 2022. He is a Code Enforcement Inspector in Colorado. Jeremy has his advanced certification through the Colorado Association of Code Enforcement Officers. Jeremy also served in the United States Army as a Calvalry Scout Sergeant. He is a graduate of the inaugural COSS program and is a certified Code Official Safety Specialist (COSS).

Director
Kirk L. Palmer
Kirk L. Palmer is a founding board member. He is a Code Enforcement Supervisor with 26-years of law enforcement experience. Officer Palmer specializes in officer safety, extremist groups, and gangs. He has been on the Board of Directors for the Georgia Association of Code Enforcement. Officer Palmer holds a Master’s Level Certificate from the Georgia Association of Code Enforcement Officials, as well as an Advanced Law Enforcement Certification from the Georgia Peace Officer Standards and Training Council. He is a certified Field Training Officer through the Georgia Peace Officer Standards and Training Council as well. Officer Palmer takes officer safety very seriously and enjoys teaching for the Georgia Association of Code Enforcement Officials. He is a CEOSF Officer Safety Certified Instructor (COSCI) and a Code Official Safety Specialist (COSS).

Director
Travis D. Guess
Travis D. Guess is a founding board member. He is a Code Enforcement Officer, Building Official, Fire Code Official, Zoning Officer, and Deputy Emergency Manager for the City of Prague, OK. He has over 17 years of experience and has taught the ICC Legal Aspects of Code Administration. He is a statewide instructor for Oklahoma and also teaches the ICC Property Maintenance class. Travis D. Guess is currently the President of the Oklahoma Code Enforcement Association and serves on the Certification & Testing Committee for the American Association of Code Enforcement. Travis is a ICC Certified Fire Marshal, ICC/AACE Certified Code Enforcement Administrator, ICC/AACE Certified Code Enforcement Officer, ICC Residential Building Inspector, ICC/AACE Zoning Inspector, ICC Housing & Zoning Code Specialist, as well as a Certified Unlimited Building Inspector with the State of Oklahoma.

Executive Director
Aleksandra Menasakanian
Aleks is the Foundations first Executive Director. She worked for a city in California for 10 years, where she worked alongside Code Enforcement in the Neighborhood Services Division. She focused her time on overseeing CDBG federal funding for programs that assist the overall operations of the division. Those programs include Neighborhood Preservation: Code Enforcement and Residential Rehabilitation. In addition to overseeing CDBG federal funding, she also has a knack for marketing, budget management, planning large-scale community events and conferences, presenting in front of audiences of all sizes, and overseeing two 7-week Leadership Academies for youth and adults. Working closely with Code Enforcement Officers all these years gave her a look into the profession and made her want to be a part of this important cause. She is a Code Official Safety Specialist (COSS).
