Regional Representatives

Matthew Meanea was appointed as the Representative for Region 1 by the Board of Directors in October 2022. Matt is a Code Enforcement Officer in Nevada. He has been an instructor on Squatters at EDUCODE, AACE, and local police academies. He is a Code Official Safety Specialist (COSS).

Brian Hadley was appointed as the Representative for Region 1 by the Board of Directors in April 2023. Brian is a Deputy City Manager in California. He is a ICC Master Code Professional, AACE Master Code Enforcement Professional, and has over 30 years of experience in Building and Code enforcement. Brian achieved his ICC CLA-COS and is a CEOSF Presidential Award recipient. He is a Code Official Safety Specialist - Advanced Operational Awareness (COSS-AOA).

Meredith Rhodes was appointed as the Representative for Region 1 by the Board of Directors in May 2025. Meredith is a Senior Code Enforcement Officer in California. She is a Certified Code Enforcement Officer with over 12 years of experience. Meredith also has her CPTED certification.

Jason Arbogast was appointed as the Representative for Region 2 by the Board of Directors in July 2023. Jason is a Code Enforcement Officer in Washington. He is also a past recipient of our Request a Vest program and wanted to get involved. Jason has 12 years experience in law enforcement and 11 years in code enforcement. He is a Code Official Safety Specialist (COSS).

Jonathon Jones was appointed as the Representative for Region 2 by the Board of Directors in July 2025. Jonathon is currently a Fire Marshal in Oregon overseeing division
operations, fire code enforcement, fire investigation, plan review, and life safety in development and construction. He has over 34 years of progressive Fire Service experience across Oregon and Nevada. He is a Code Official Safety Specialist (COSS).

Joseph Iliff was appointed as the Representative for Region 4 by the Board of Directors in July 2025. Joe previously served as a Regional Representative a year prior. He has experience as a City Planner, Building Inspector, and Code Enforcement Officer across four states. Joe is a certified Building Official, Code Enforcement Administrator, and Floodplain Manager. He is a Code Official Safety Specialist (COSS).

Landon Nash was appointed as the Representative for Region 4 by the Board of Directors in July 2025. Landon has served in Code Enforcement and law enforcement since 2013. He is currently a Code Compliance Investigator in Missouri. Landon is a certified ICC/AACE Code Enforcement Officer. He is a Code Official Safety Specialist (COSS) and Advanced Operational Awareness (COSS-AOA).

Andrew Martin was appointed as the Representative for Region 5 by the Board of Directors in August 2023. Andrew is a Code Enforcement Officer in Kentucky. He has prior experience as a Deputy Jailer, Parole & Probation Officer, and a Family Care Manager. He is also a volunteer Firefighter. Andrew is a Code Official Safety Specialist.

Garrett Lower was appointed as the Representative for Region 6 by the Board of Directors in April 2025. Garrett is a Certified Code Enforcement Officer in Maine and has experience in the Military Police (31B) Army National Guard. He is a Code Official Safety Specialist (COSS).

Keith Gordon was appointed as the Representative for Region 7 by the Board of Directors in May 2024. He is an Assistant Manager for Code Compliance in Pennsylvania. Keith also has 37 years of experience in Law Enforcement (20 years on SWAT), and 50 years with the Fire Department (8 years as Chief). He is a Master Code Enforcement Professional (MCEP) and Certified Building Official (CBO).  Keith is a Code Official Safety Specialist (COSS).

Kristin Alexander was appointed as the Representative for Region 7 by the Board of Directors in May 2025. She is a Building Code Enforcement Branch Chief/Manager in Virginia. She has the following certifications: Building Official, Property Maintenance Official, Zoning Administrator, Commercial Building, Residential Building, Residential Electric/Mechanical/Plumbing, Residential Combination Inspector, and Property Maintenance Inspector.  Kristin is a Code Official Safety Specialist - Advanced Operational Awareness (COSS-AOA).

LaQuita Alexander was appointed as the Representative for Region 8 by the Board of Directors in May 2024. She is a Code Enforcement Manager in Georgia and is certified as a Land & Erosion Inspector and Plan Reviewer. LaQuita is also a Crisis Intervention Team Certified Professional and certified with the ASP baton. She is a Code Official Safety Specialist (COSS).

Tiffany Hall was appointed as the Representative for Region 8 by the Board of Directors in September 2024. She is a Code Enforcement Supervisor in Georgia and a prior Deputy Sheriff. Tiffany has experience in marketing, public information, and drones. She is a Code Official Safety Specialist (COSS).

Chris was appointed as the Representative for Region 8 by the Board of Directors in November 2024. He is a Code Enforcement Officer in South Carolina and has 7 years experience in EMT and Security. Chris is an ICC Certified Property Maintenance Inspector and Zoning Inspector. He is a Code Official Safety Specialist (COSS). Chris earned the 2025 Regional Representative of the Year Award.

Rico was appointed as the Representative for Region 8 by the Board of Directors in July 2025. He is a Code Enforcement Manager in Georgia and has 20+ years experience in public safety, code enforcement, and the fire service. Rico has certification in Advanced Operational Awareness, High Risk Case Management, Red Card, and NPDES. He has earned both his COSS-AOA and COSS. 

Alex was appointed as the Representative for Region 9 by the Board of Directors in November 2025. He is a Code Enforcement Officer in Alabama and has 5 years of experience in Code Enforcement and as a Police Dispatcher. Alex is a Code Official Safety Specialist (COSS). 

Korbin Weese was appointed by the Board of Directors in November of 2021 for Region 10. He is a Code Enforcement Officer in Texas with over 5 years of experience. He is also the recipient of the Foundation's first 2022 Regional Representative of the Year Award. Korbin is also a Code Official Safety Specialist (COSS). 

Brian Morris, MBA was appointed as the Representative for Region 10 by the Board of Directors in July 2022. Brian is a Code Enforcement Assistant Director in Texas. He has 10 years experience in Code Enforcement and Soil & Erosion Management. Brian received the 2024 CEOSF Regional Representative of the Year. He is a Certified Code Enforcement Officer (ICC). Brian is also a Code Official Safety Specialist (COSS). 

David Gensler was appointed as the Representative to Region 10 by the Board of Directors in July 2023. He is a Code Enforcement Officer in Texas. David holds seven ICC Certifications (ICC/ACC Code Enforcement Officer, Commercial Building Inspector, Zoning Inspector, ICC/AACE Property Maintenance Inspector, Residential Building Inspector. Building Inspector and Residential Plans Examiner). He is a Certified Code Enforcement Officer with AACE. David has over 37 years as being a public servant. He is a Code Official Safety Specialist (COSS).

Jessica was appointed as the Representative to Region 10 by the Board of Directors in March 2024. She is a Senior Code Enforcement Officer in Oklahoma and serves as 3rd VP of the Oklahoma Code Enforcement Association. Jessica is a Code Official Safety Specialist (COSS).

Brian was appointed as the Representative to Region 10 by the Board of Directors in March 2024. He is a Community Development Director in Oklahoma and serves as 1st VP of the Oklahoma Code Enforcement Association. He is a Code Official Safety Specialist (COSS).
