Municipal District of Foothills, Canada
August 10, 2012
Murder

Bylaw Enforcement Officer Lazenby, a peace officer with the Municipal District of Foothills, was sent to investigate a dog complaint on a property near Priddis, south of Calgary. Upon arrival, he was fatally attacked and strangled by the property owner, Trevor Kloschinsky, 46, who then drove a bleeding and unresponsive Lazenby to a southeast Calgary police station. Kloschinsky claimed he had apprehended a "dog thief." Lazenby was rushed to a hospital in critical condition where he was pronounced dead. Kloschinsky was charged with first-degree murder. Medical evaluations found Kloschinsky was "actively psychotic" at the time of the offense and he was found not criminally responsible due to mental disorder. Lazenby retired from the Royal Canadian Mounted Police in Ontario after 35 years of service, with much of his career spent working as an undercover officer. He moved to Alberta in 2006 and took a job as a bylaw enforcement officer.
