Shen Kai

On May 16, 2009, Urban Management Officers Shen Kai and Zhang Xudong detained unlicensed street vendor Xia Junfeng for illegal vending. During questioning at the bureau office, an altercation ensued resulting in Xia Junfeng stabbing both officers to death and injuring another. The vendor fled the scene but was soon captured by police. In May 2011, a Shenyang court handed down the death penalty for the May 2009 murders. Xia and his wife insisted that the chengguan officers had beaten him first. Junfeng’s lawyer, Teng Biao, described the killed officers as “victims of the urban-management system.” Xia was executed on September 25, 2013.
