Brother, sister arrested for assaulting code enforcement officer

2009 - County police say the code enforcement officer and local contractors were visiting the unoccupied home on Brandywine Blvd. to address multiple code violations when the Kostyshyns arrived on the scene just before 8:30 a.m. and became combative.
February 15, 2009 - Seeming to knowi what was coming next, an assault suspect and his sister were arrested Feb. 12 in front of the Justice of the Peace Court 20 in Wilmington.
Peter Kostyshyn, 56, was charged with assaulting a female New Castle County Code Enforcement Officer at a property he owns in Bellefonte. His sister Patricia was also arrested for menacing and disorderly conduct.
When the code officer attempted to call 911, police say Peter Kostyshyn shoved her and tore the phone from her hand. Police say he punched the officer several times in the head. Meanwhile, Patricia was shouting at the victim and moving toward her when the contractors tried to intervene. Police said they, too, were shoved aside before the siblings fled in their car.
Officers searched the area and later located both suspects at the Justice of the Peace Court 20 in Wilmington where they were taken into custody without further incident.
Peter Kostyshyn has been charged with felony assault, malicious interference with an emergency call, menacing, three counts of offensive touching, criminal mischief, and disorderly conduct. He has been arraigned and committed to the Howard Young Prison after failing to post $8,600 secured bail.
Patricia, 53, was charged with menacing and disorderly conduct. She was also charged with two counts of civil contempt for a previous unrelated crime. She was committed to the Women’s Correctional Institute after failing to post $1,000 secured bail.
The code enforcement officer was treated and released at the Wilmington Hospital for a head injury.
